Cloning workflow steps is the best solution for situations when you have a long workflow where some actions are repeated. This happens a lot with IF/THEN branches.

IF/THEN Contact is a Subscriber - Send them email X and add them to a list

IF/THEN Contact is lead - Send them email Y and add them to a list

And etc!
